Close, but not identical performance
The laptop ones are about 10% slower
Edit: Laptop ver. of 1070 is only about 5% slower due to better specs

enough to not really see a difference i am running a 1440p 144hz atm on a 8gb rx480 will a 1060m match it (med/high on bf1 am hitting 120-144 on bf1)

yes that should be the case. But for better information contact your laptop manufacturer so that you can be sure about the performance.  5% is "almost identical"

7600K has way higher clock speed and higher IPC than laptop i7 HQ/HK CPUs which may result in better gaming performance even though i7 HQ/HK has extra 4 threads
