[PC Problem] - Heavy Sluggish Game Feeling

Hello,

My name is Lukas Formato, I'v been a major fan of you channel for a longtime, love all your videos, they entertain and brighten up the day. 

I have a little issue of my own, I am a professional eSports player for Rocket League in the OCE region. Recently a major amount of people have run into a issue called the heavy game effect. For rocket league this is called the heavy car bug. What happens in most games for this is movement and game performance feels heavier for the user. It's harder to move a character around and it seems like it needs more effort. For Rocket League this "heavy car bug" affects the car and game by making it feel heavy and sluggish. Definitely not a normal feeling. (This video explains that feeling) - 

 This user has multiple videos explaining what is happening. We know that this is not a game bug as it only effects some users not all. I was wondering that if you experts could recommend anything to help or fix this solution. I have tried multiple things such as changing BIOS settings (turning off hyper-threading and other things), changing registry settings in games and even changing CPU priority in task manager in game. What i noticed from my testing is that when i change the priority of the game it seems to revert back to normal for a short while. Then it will become heavy again. I think this is to-do with components in the PC i am using (Specs Below). My PC may be viewing the game(s) Rocket League differently and effecting it differently.
