Why has my steam download changed in size so much?

So I am trying to download the official mod tools for Black Ops 3 from steam. When I started the download, it was 23gb, which was the same size as shown in a video I watched on how to download mods for the game. I left it downloading overnight, and returned in the morning to find that the download size had increased from 23gb to 91gb. I already have the base game installed and have played it multiple times. What the heck is going on? I haven't downloaded any mods yet, and when I restart steam and even my PC the size is constant
