fps cap conflicting

i have wattman set to 144fps but fraps is showing 141/142 and the fps counter is LoL is showing 141/142 why

 

note: if i change the cap in wattman to 146 i get 144fps on fraps

It's possible the way Wattman thinks is the frame rate does not line up with either of those tools.

the frames aren't perfectly synced with the seconds. so sometimes 1/3 of a frame is in one second, and 2/3 is in the next, which means that the software sometimes goes +- 1 frame. no biggie.

ye i know but y is its showing 141/142 not 144/143

I don't know. None us would know. We didn't make the tool. There might be something on AMD's support boards about it but that's as good as you'll get.
