I found out or at least I'm pretty sure it was an issue with no longer having the power distribution board after removing the redundant power supplies. Unfortunately it appears that this motherboard needs to have this board in order to work even if you aren't planning on using redundant power supplies. Thank you for your help I really appreciate you helping me out as much as you can you are awesome!

I just read through this thread, and I'm glad the psu worked (after the paperclip test), as it was in working condition when i shipped it and didn't want to have to deal with UPS. It sucks that the PSU isn't working with your Dual Xeon build, but good thing is one can never have to many working PSU's.

Yeah no worries the psu works great, it turns out the problem is with a mandatory PDB that I have to have which is dumb but that is my bad
