RX 480 potential problem

My friend reacently bought a ASUS RX 480 8gb gpu. His system specs are:

1: Midtower case, 3 fans installed

1: Cooler Master B600 PSU (v.2)

1: Core i3-4360 dual core CPU (3.7 ghz) 4MB cache, 54 watt TDP (LGA 1150)

1: intel stock cooler

1: ASUS ROG STRIX RX480 8gb

1: ASUS Z97-K socker LGA 1150

1: Hyper X fury DDR3 RAM 8gb (2x4) 1866MHz

1: Kingston SSDNow (240 gb) running windows 10 64 bit OS

1: Seagate 2TB HDD

2x USB devices

2x Monitors

1x Gaming headset

1x Razer Siren mic

1x Webcam

He ran a R9 270 (Sapphire dual X) gpu untill he got his RX 480. He actually runs some games better with the R9 270 than the RX 480. Like CS:GO. We have updated all the drivers (for the GPU atleast) so i do not know why this is. He bought his computer 3 years ago and hasnt really donr much in the sense of upgrading untill now. The only driver related issue i can think of is a BIOS update or something. His screens sometimes suddenly go gray and pink and make a buzzing sound. There is no error message but we have to restart the computer. He also experiances some screen tearing in games. I have mooved the GPU from one PCI-E port to another without effect. So i dont think it has anything to do with the PCI-E slots. I have not tryed the card in my own computer yet, but we're going to try putting the RX 480 in my rig soon. I think 600 watts of power should be plenty for his rig but mabye im wrong. Its not heat related either i dont think. The GPU stays at about 65 degrees under 100% load.

I really dont know what could be wrong here, but there's allways the possibility that the card came DOA. I hope some of you can help, and thank you in advance.
