What I found myself having to do is start the application that increased the audio to 100%, then decrease the audio to wherever you want it to be while the application is open. (ie. Run cs, only then should you change your mic's power.)

Try turning it up in windows, and in Realtek HD Audio manager. Because even tough you have told windows not to handle your audio, Realtek still has permission to change the volume since it has its own driver
