Try unparking your cores, it has removed the stutter for some people.

Did this problem just start for you? I'm asking because this was a known problem when the game was running on Win 7 I was having the same problems but when I switched to Windows 8.1 it helped a lot. Your specs are fine may want to search the forum for a tread called "core parking BF4"

That problem was fixed after the first week of the beta. I don't think that is what the problem is although it still could be. I am running a 780 with the latest drivers and windows 7 64 bit and I have no problems other than the ones the game causes itself.

Windows 8.1 is a good upgrade regardless of the frame boost.

Its OK I do like Windows 8.1 though the BF4 improvement in fps was 30-45 fps.

Also i skip in game and drop frames and i freeze

This usually means your CPU cores are getting parked thus not being fully utilized, this is a power saving feature in Windows, it "parks" cores in your CPU to save power, basically puts them in an inactive state, this is all good but the issue is that it stays like that when you're playing games, i had the same issue in BF3 and after disabling it my CPU usage became stable thus eliminating frame skipping.

You can use this app called ParkControl or if you don't want to download anything, just open the windows command line (CMD) preferably with administrator rights and paste this "powercfg -setacvalueindex scheme_current sub_processor 0cc5b647-c1df-4637-891a-dec35c318583 100" without the quotes, then to make sure the settings are applied, paste this command as well "powercfg -setactive scheme_current".

The settings should take effect instantly without the need of rebooting.

Also like said before, Windows 8 is a worthy upgrade because it uses less hardware resources on your PC, plus, Battlefield 4 was developed on Windows 8 and with it in mind, simply because it's less stressful on the hardware.

Give the commands to undo this as well.
