I currently have a gtx 960 and an amd fx 8350. I'm thinking about trading in my gtx 960 because it doesn't cut it anymore. Any tips on what I should buy? i'll have around 300+ dollars USD after i trade it in.

At this point pretty much everything new is going to bottleneck neck on that cpu.

It depends on what you're doing with it. At this point with that CPU, whatever resolution you're running at, you're best off at keeping G-Sync on and sticking to 60 fps. From that point of view, you should then pick a GPU based on what resolution you want to run at 60 fps. Then you won't "bottleneck".

1080p 60hz, just do a cpu upgrade later?

Yea that would be fine, gpu will give you the best fps increase even with a bottleneck.

I don't think your CPU is going to bother you at all at only 60hz, but I don't think a 1070 is worth it for 1080p 60 either. I would go with a 1060 or a 480 and upgrade in a couple of years, personally. A 1070 would find you needing to play most games downsampled from 1440p to justify its existence, for at least a year.
