I'm sorry if this doesnt make sense like i said im a noob when it comes to this kind of stuff

probably the best and easiest network attached storage. it has everything you want. just google tutorials about it and you'll probably get pretty far on your own ;)  but i do not know if it can interface with a chromecast.

so all i do is download it and install it on the Dell T610? or is this for my own personal PC?

this is the software for the server, but it has a lot of optional features and whatnot so you should research into the different features and configurations before installing it, or just research it while you go trough the installation process. they have a collection of videos on their website explaining loads of stuff: http://www.freenas.org/about/videos/

also keep in mind that this is a whole operating system, not just an application that runs in windows.

So would i have to basically have 2012 R2 set up and everything or could i basically just boot up the T610 minimize the server manager window that pops up and just install this software?

There yah go :)  Try this first then go to FreeNAS.  You can do alot more later down the line with Windows Server then freenas.
