afterburner OC question

Hello, I have some experience overclocking gpu, but there are a few things that I'm still completely lost on.  I just installed my new 1080ti strix and see this when i first open afterburner.  I could move forward and overclock the gpu but I'd rather make sure I understand everything so I can get the best performance possible. So where does 240 and 405 come from? and is it good? or is that what it starts at? 

 

I know what core clock and memory speeds are, but i dont see where 240 and 405 come from.

240 and 405 are your current clock it is running at. Top is Core clock and bottom is memory clock

240 and 405 are idle clocks, when the card doesn't need to use power it won't do it. i mean it's always using power, but it limits power usage.
