I currently have a 980 ti and a 4790k, wanting to pick up a 1440p 144hz monitor for a while now and was looking into what GPU to get as my CPU should be fine right? Do i need 1080 ti? I play most modern games but still tend to play some older ones like cs go and such would my 980 ti be able to run modern games at high? i know at ultra i get low frames in some games at 1440

I suggest a 1080 ti. For the monitor, if 24" is fine with you and TN is fine I suggest this monitor:

The difference is gonna be 10%, max, for an extra $600. Honestly, it's probably not worth it, especially since the CPU will bottleneck less at 1440p than 1080p.

if its not too bad of a bottleneck i will probably just wait for the next ipc improvement, otherwise ill upgrade and end up having the next one come out like a month later knowing my luck
