I have 2x4GB Kingston 99U5474-013.A00LF & Samsung M378B5673FH0-F8. The Kingston one is 1333MHz and the Samsung one is 1066MHz. And well I don't want 1066MHz. And I just wanna know how safe it is to overclock. Thanks.

Been 17 minutes and no answer great.

Patience? If your sig is correct, with an i3 it probably makes less difference than it would had it been a faster quad. Anyway, just try it. It'll work or it wont, even if it appears ok test it. Unless you put an insane voltage on it wont hurt. You might have to manually relax timings.

How do I "manually relax timings"

Ram is generally specified by both speed and latency timings, and if you don't overclock it sorts it out for you. If you increase the clock, the timings might need to go up with it, if it is unstable or just doesn't work at all. Just set the values a bit higher if it doesn't do it for you.
