iptables not taking affect

Hi

I've got the current iptables below on my gateway pi

Chain INPUT (policy ACCEPT)
target     prot opt source               destination
DROP       all  --  172.16.0.0/24        anywhere
REJECT     tcp  --  anywhere             anywhere             tcp dpt:http reject-with icmp-port-unreachable
REJECT     tcp  --  anywhere             anywhere             tcp dpt:https reject-with icmp-port-unreachable
ACCEPT     tcp  --  anywhere             anywhere             state NEW tcp dpt:ssh
ACCEPT     icmp --  anywhere             anywhere             icmp echo-request

Chain FORWARD (policy ACCEPT)
target     prot opt source               destination
ACCEPT     all  --  anywhere             anywhere             state RELATED,ESTABLISHED
ACCEPT     all  --  anywhere             anywhere

Chain OUTPUT (policy ACCEPT)
target     prot opt source               destination

but for some reason its not taking any affect on my traffic

what part isn't taking effect, the dropping of 172.16.0.0/24 traffic? or something else?

is the iptables daemon (service) running?
