Just Cause 3 FPS Issue

So, I used to be able to play JC3 at over 60 FPS 1080p high settings.  Today, I decided to start up JC3 for the first time after getting my gtx 1070 and 1440p monitor.  When the game first loaded, I started to freeze a lot.  Then I noticed I was only getting around 30 frames max.  I decided to turn of vsync... nothing.  Settings down to high... nothing.  Settings down to medium... nothing.  At medium settings 1080p with my GTX 1070 on an almost 2 year old game, I was getting 30 FPS.  So I decided to contact the ghosts that seemed to always help me with PC problems. Anyone know what's going on?

GPU: ASUS Strix GTX 1070,  CPU: i5-6600k OC to 4.0 GHz,  PSU: Rosewill Capstone G750 750W,  Mobo: MSI Z170A Krait Gaming,  Case: NZXT H440 White,  Memory: G.Skill Ripjaws V 16GB (2x8),  HDD: Seagate Barracuda 2TB, Mouse: Razer Ouroboros,  Keyboard: Razer BlackWidow Chroma, Mousepad: Razer Overwatch KB+M pad, Headset: Corsair Void RGB,  Monitor: 1x ASUS PB277Q 27" 1440p & 1x HP Pavilion 25cw 25-inch 1080p
