what's your Windows?

is it x86 or x86-64 - check by right clicking on My PC / This PC and Properties

Make sure the RAM sticks are in the same color slot on the motherboard. They should not be right next to each other if you have 4 ram slots.

if you use only one DIMM module at the time, does the OS boots correctly?

Since the stick is not working in either slot, and the other RAM stick worked in either, the new RAM stick is at fault. It is likely that there is a faulty connection. Some of the connections are working, allowing diagnostics software such as CPU-z to read its information, but it is unable to be used by the OS. You could inspect the stick for any broken solder connections, and in some cases it is feasible to repair by cooking, although it would be best to just return it and get your money back.
