I've seen processors have temperature spikes like what OP is describing. Like for example, I just loaded up Google Earth and some of the cores spiked up by 10C.

 

It's likely the fan controller that person had is too zealous about when to adjust the fans.

lol nah, its not like that. its constant no matter what programs are open/closed. games, obs, anything.

If there is a newer bios revision for the motherboard I would start with updating that first. It's possible that could help.
