That, or your os may have been installed incorrectly, have a virus, or some other bloat the the computer has to load. Or your computer may be just a tad bit old, thus the hardware can't keep up with the software.

Well, if it's bloat, all I can say is backup your important data and reinstall your OS. At some point you should upgrade to an ssd, there getting pretty cheap nowadays, and they will only get cheaper.
