I have a (maybe) dumb question: is the windows 10 UI in HDR? In other words: does windows use the extra color space enabled by HDR?

No. Windows 10 interface maximizes performance and compatibility by supporting only 24-bit colors (16.7 million colors) only, following the sRGB color space. No 30-bit colors or more, no color profile, no AdobeRGB or DCI-P3 color space support, no HDR, no nothing. The fanciest thing it support is transparency.
