What's your budget and where do you live?

PSU can likely be better and cheaper and as for a cooler the Cryorig H7 is all you need for a i7-6700

He could even go stock for it if he doesn't care for looks

You might want to consider a CPU with more cores/threads and fast storage it helps a lot when animating
