My gpu does not work if i try and plug it in and turn on my computer.  I know the gpu works, because by following the steps here: http://www.tomshardware.com/answers/id-1664109/black-screen-installing-graphics-card-bit-noob.html, but i cannot get my computer to keep the graphics card detected after restarting my computer so i'd have to go through these steps every single time I want to use my computer.  What can I do to permanently fix the problem?

I have a gigabyte b150m-ds3h mobo and all the needed cables are plugged in. It is seated correctly in the pcie socket, too. The fans on the gpu spin too

Well you went for a super cheap PSU. Even if your problem doesn't come from it you'll run into some serious issues down the line. Cheapo PSUs are notorious component fryers and can even explode. You should spend at least 50-60$. I replaced mine with an EVGA Supernova G2 550W 80+ Gold but you don't have to go this high. The Seasonic S12ii 520W should be more than enough.
