for some reason games keep thinking i'm playing on a mouse and keyboard, so all the inputs remain kb+m icons. some of the buttons do register, but steam thinks the desktop profile is still being used, so the right analog stick is treated as a mouse input, some buttons are swapped, etc.  

 

how exactly do i set it up?

With the controller turned on, right click a game in your library and select edit steam controller configuration. You can customize from there or you can press square and go to templates and pick a standard controller template. 
If it's a non steam game your playing, make sure you add the game to steam/ If it's a UWP game you're playing you will need to use Ds4Windows.

When you're in a game you can press the PS button to open the big picture overlay, from there you can also adjust the controller configuration from there within the game.

strangely this works in one game. but when i try arkham knight or nier automata, the game doesn't recognize the ps4 controller. and i know both games can support the ds4. the PS button doesn't bring up the overlay either, but it does in the game that works.

Are you sure the ps4 configurator is enabled in steam/ controller settings (accessed via big picture mode)

Very strange. I suppose you could just use ds4windows. Though I'm not rally getting why it's not working for yo through steam. Are using the latest steam beta?

nope. just stable 

 

i used ds4windows but it screws up things further

DS4Windows will just make you controller act like an xbox 360 controller. You have to enable hide DS4Controller in the options screen though otherwise things will get messed up.
As for steam, are you sure you have set each game to use it as a controller? As this has to be done on a per game basis.
Here is the download for ds4windows, http://ds4windows.com/
If you do try it again, just make sure Hide ps4 controller is selected in the options menu. Then at the bottom of the windows it will say using exclusive mode, if it doesn't you need to exit steam and origin etc and try again.

No problem, Just make sure it always says exclusive mode at the bottom of the window. If it doesn't, then exit steam, uplay and origin etc and then click stop then start in ds4windows.
