So my old harddrive wasn't working, I ran a diagnostics on it and the red X came up next to it, so I went and bought a new hard drive, it's a 1T HDD for my laptop(Dell Inspiron 15 3000 Series, and it is touchscreen) I ran a diagnostics on the new one, and everything came up positive green check marks. When I tried to reboot it still gives me the same message. So, I've tried changing it to ATA, nothing. Legacy mode, nothing. Usually I do it on secure mode and AHCI. Of course those don't do anything either. The BIOS does recognize the hard drive. Please someone help, I don't know what to do at this point, should I just buy a new laptop?

Sometimes that message might be a virus in Windows so try reinstalling Windows.

With the the laptop dell will give you a Recovery Disk use it if Disk or USB not provided then it will ask you to create one when first booted the system use that to Recover other wise go here: http://www.dell.com/support/home/in/en/inbsd1/Drivers/OSISO it will automatically give you the recovery image and also has instructions on how to make a bootable usb. Boot from Recovery media and reinstall it.
