I have an i5-6500. Is this much vcore fluctuation at idle normal? Sometimes the voltage is even higher in idle than at max load. Not overclocked but vcore is set to 1.3V since it was extremely low (lower than 1.1V). Anyway, if that's the issue I will set the voltage offset back to 0. No stability issues by the way, everything works fine. I just don't know if this is 1. normal 2. healthy for any parts of the PC.

If you are leaving it on auto, yes, votlage fluctuation is perfectly normal.

Yes it hanged with the core frequency and load that is on the CPU. It mainly helps with power saving when the system is idle or under very low load.
