I had this problem with my 7700K/GTX1070 every time i turned on the machine.   A restart (NOT on/off, but restart) fixed it until i turned machine off again.   The most recent driver update fixed it properly.   Something to do with the Mobo fast-start function not initiallising devices properly i think
