High CPU. Help!

I have an Intel i5-6500 Quad Core (3.20GHz) cpu, I have two monitors and on the one, I have task manager pulled up and even in games like rocket league, my cpu is maxed out 95-100%. My friends that bought a prebuilt system for $500 and doesn't compare to my build but yet he said he gets 50% cpu in rocket league so there has to be a problem with my cpu. I have no clue though.

I did unpark my cpu awhile ago but nothing happened to it. This problem just started to be a big deal to the point of noticing just recently.

Like in Rocket league, the cpu usage is about 60% and the next highest program running is 5%, then the next is 3%, then 2% so all of it doesn't add up to 100% but I still reach it and then my system lags behind.

I have water cooling to my cpu. My gpu is a GTX 960 2GB.

Then install and run Malwarebytes like Nanosuit suggested.

While you at it can you open command prompt and type this for me?

wmic process list > C:\process_list.txt

Then attach/upload the text file process_list.txt it generated in your C: drive.
