450 to 500w psu for 50 to 60

 That Puts you at 600 dollars for the main components. It's up to you if you want to get better hardware and use your existing case/HDDs/SSDs...and POSSIBLY your psu, but that would be pushing it. I do my upgrades gradually when possible
