Has it been like that ever since you've built this computer or is it an issue that popped up recently?

Are you sure that the power and reset button cords are plugged in to the correct pins (and in the right orientation) on the motherboard?

When the screen goes black when you restart your computer, does it make any beeps coming from the case? (assuming you've installed a PC speaker on the motherboard)

about the power and reset button cords  they are plunged in the correct pins even if   they  aren't plugged in to the correct pins  what about the  buttons on the motherboard   i'm facing the same issue if i used them
and no  don't have a speaker  i'll get one and try to

As far as naming the problem, I think you've described it accurately enough.

The cords were a long shot anyway but I thought was worth a try.

The PC speaker is often overlooked when building rigs these days but it's a very useful diagnostic tool. If BIOS detects a hardware problem it usually beeps in a pattern specific to each issue (so it's important to remember exactly HOW it beeped). Even if it doesn't help with this particular problem it's a good idea to install one in case it becomes necessary in the future.

Also: I have another idea. When you reinstalled the OS, did you first remove all the partitions on the drive and set them up again? If not, it may be possible that the MBR is damaged. In that case, proceed as described for your OS in this tutorial:

Oh yeah, and your English isn't that bad. You misspell some words but not to the point they're no longer understandable. Most importantly, your grammar is quite alright. ;)
