Until one knows the case being used, it makes little to no sense to decide on fans. But given the build and presuming a reasonable quality case that comes with at least two stock fans, it is likely that no additional fans will be needed.

I plan on using an NZXT S340 Elite. I didn't put it in because they didn't have the colors I wanted.

There really isn't a need for any additional fans. The case has two exhaust fans, top and rear. You will be installing the H100i v2 on the front intake. Plenty of airflow for what is in the case.

 

Take all the savings from not buying extra fans and put it into buying a larger ssd. Something like  Crucial MX300 1.1TB 2.5" Solid State Drive. It's a touch more, but replacing the hdd with a 1TB WD Blue brings the cost under that of the OP build.

Is it worth downgrading to one though? Or should I go to a 1 TB Black Series instead?

If you are asking is it worth going with a 1TB WD Black rather than a 1TB WD Blue, up to you. The Black has better performance. On the other hand, given a 1TB ssd, hdd performance will not have much of an impact. The unit will likely be used to store rarely referenced material.
