Because you've got a Z97 board look for a second hand 4790K, if you want to change the motherboard look at the 7700K or look at Ryzen 7.

Get an i7 4790k for the best gaming performance. You shouldnt have any problems with streaming with it either. Then you should upgrade your cooling solution and Overclock it to the moon and back :) Unsure what case you have but would recommend a Kraken X62, or if you cant fit 280mm then a Kraken X52 for the 240mm rads.

Would Upgrading to a i7 4790k give me much more performance over the xeon? and if a 7700K a big jump with the better CPU and DDR4 ram??

You will see a benefit in gaming yes because you can overclock. Games take advantage of higher core clocks much much more than physical amount of cores. You will see a performance gain in going to a 7700k over a 4790k as it is 2 generations newer, but its a 100% new platform so you would need Chip, Ram, and Board and would likely have no room to upgrade your cooling solution to really push the chip for overclocking.

The 4790K is still one of the best gaming CPU'S on the market right up their with 7700K and 6700K. The 7700K is basically a 4790K on a smaller node and supports DDR4 but in reality the performance gain isn't that much over the 4790K. If you pick either of these CPU'S you'll have a cracking gaming rig trust me.

you'd be better off shelling out for a ryzen 1700 if you do streaming often than the i7, you're just getting a cpu with the same architecture and cores with a slightly higher boost clock. if you're just gaming i'd go for a gtx 1080.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W
