Trying to remember old dos/windows 95 game

I can't remember the name of this game, it's very similar to Vikings Fields of Conquest for DOS. It's about King Edward and Albion, it was a command and conquer type of game where you'd have to make branch tree decisions (like taxing your citizens or being lenient and losing money for construction) and build your castle while opposing armies tried to destroy it. Your builders would go away during the winter for construction. It was for DOS or Windows 95. Real time strategy game.

I was always a big fan of Actraiser? I think was the name.
