Best quiet and affordable airflow fans?

What are good 120 and 140 mm airflow fans for cases that are affordable (no more than $20 per fan), quiet, and look nice. I want blue, and blue LED is perfect.

In my area there are silverstone AP121 with blue LED:s, they are especially great as intake fans.

If you got a fan controller you could get Aerocool sharks (pretty loud at full rpm, but at lower rpm they are pretty quiet)

Gentle Typhoon 1850 rpm. I finally found a solid retailer for these in the US. They cost $18.50 with free shipping. .

I like Gentle Typhoons but they're pretty premium, I wouldn't class them as "affordable". Rosewill Hyperborea fans are pretty good and at a decent price.
