For Reference, GTX 1070, no overclocking, i7-5930k, no settings touched between each listed below. Just continued use throughout the day..

 

Scenario 1) Problem

Today, a certain game I play got lower frames than usual. It ran at 80FPS at max and dips down to low 70ish in action scenes.

When I open up OBS, my frames dip down to 63FPS at max and dips down to 53-58FPS in action screens.

When I start recording, my frames dip down to 53-60FPS at max and dips down to 43-47FPS in action scenes. (The 60 meaning I saw it once max at 60 but mostly it maxed at 53)

 

Scenario 2) Normal

A few hours later, the same day. Computer has not been restarted since Scenario 1. I opened up the game again.

Game runs at 127FPS at max and dips down to mid 110FPS in action scene.

When I open up OBS, my frames dip down to 107 at max and dips down to mid 95-97ish in action scene.

When I start recording, my frames dip down to 90-93FPS at max and dips down to lowest I saw was 73FPS in action scene. (The 93 meaning I saw it once max at 93 but mostly it maxed at 90)

 

Additional Details, when OBS is open it is using 3.4% of CPU with CPU totaling 11-12% usage. When Recording, OBS uses 9.4% of CPU with CPU totaling 25% usage.

 

1) What is going on in Scenario 1 when Scenario 2 is supposed to be the optimal?

2) Why does opening up OBS permanently drop my FPS until I close it?

3) Why does recording also drop my FPS when barely any CPU is being used?

4) Both Scenarios are ran with the same programs open. Nvidia Geforce Experience, Logitech Gaming Software, Windows Defender, F.lux, OBS, Battle.net, CCleaner, Task Manager, MSI Afterburner, Mozilla Firefox, OneDrive, and the Game.

close shadow play and then go to setting of obs and set the cpu setting where the usage is the lowest

How do I do that. I know it existed in previous Geforce Experience. Would that be the SHARE that allows you to put up FPS counters and stuff like that.

Well the frame drop also happens when I open OBS also not just when I'm Recording. For recording it is set to the fastest one which is "ultrafast".

Well the frame drop also happens when I open OBS also not just when I'm Recording. For recording it is set to the fastest one which is "ultrafast".

check for heat issues and i ahve never used a nvidia gpu so i have no idea

Looks like ShadowPlay is the new Share I have turned it off. But that also means that Shadowplay was on during both Scenarios.

 

Computer is also custom looped and playing that game doesn't go higher than 48C.

Same problem, a little bit higher Max now up to 135, but in action still the same. Maybe even worse now or I just didn't record it correctly the first time. This time I just took the lowest number I saw.

No OBS = 95-103

With OBS = 83

With Recording = 79

 

Also don't know how scenario 1 happened. Would like to keep it from happening again.

Bump. Instead of just the OBS problem. I'd like to get the FPS problem fixed with Scenario 1 where frames were just lower for no reason without even OBS being on.

Would like suggestions.

 

edit: Okay, so opening up Firefox also drops the frames significantly. Is this normal? It drops the frames by about 20FPS on average just like opening up OBS also. I don't think this is supposed to happen.
