A. Can't find a reference to a company called "24 drives". If you got a link, could you plz share it with us?

B. If you're gonna get a server built, you're gonna have to learn either Linux Command Line or Using Windows Command Line. In the server business there are no such thing as gui's (mostly). Unless you're lucky and your application (CS:GO does not, I think) supports a web gui. And even then, you're gonna need to jump into cmd line to fix minor things.

C. Are you planning on running this server from your house? If so, NAT may cause you trouble. Normally (unless you pay your isp for A. high data caps and B. a static ip), you're gonna have to portforward the internal server (your machine) to the internet. And even then something as simple as a modem reboot can knock your entire server system down. The machine will not be physically down. But no one will be able to connect to it via the ip you give them. Apart from that, running servers from home, intended for wide usage, is pretty dangerous. If script kiddies find out your server is home hosted, and you annoy them in the slightest, they'll spend that 20 euro they got for christmas for some time on a botnet, in order to DDOS you.
