So, what's the best SOC under $50 that can run windows?

Sorta like a raspberry pi

I dont care about specs that much

Yeah, look for a first gen Compute Stick. I managed to find an almost brand new one for $30 on Craigslist but it was the 1GB RAM, 8GB of storage model so I don't know how well Windows would have worked on it...

Desktop: i9 11900k, 32GB DDR4, 4060 Ti 8GB 🙂

Look for a second-hand Latte Panda (if you can't afford a new one) or an older Intel Compute Stick.
