I have no clue what those pictures show. But if it's what I think it is, it shouldn't be too much of a problem, as long as you fasten cards to your case.

As long as you can securely put your PCI-E card in to the slot its fine.

Its fine unless you are putting a dual slot card in there, the slightest weight could cause it come it, if you are going to travel with the pc then remove any cards in that slot just in case.

the PCI-E arm is just an additional way for locking the card to make sure its securely positioned, i dont think you need to worry about this issue as the card will be tightened anyway inside the PCI-E slot, just make sure if you move or shift your Case to a different location to double check the card and make sure it positioned right.
