Videos skipping frames

im having a problem with watching videos,livestreams and such. The video works fine for about 2-3 seconds then it skipps a couple of frames and then its fine for a few seconds and then it skipps again.. can someone help?

Chrome tends to be really fricking glitchy. Is hardware acceleration turned off? (chrome://settings/, show advanced settings, system ---> use hardware acceleration)
