Can I run 64 bit windows with 1 stick of ram. Like 1 8 GB DIMM

Should be no issue. I think the requirement is 1GB for 32bit then 2GB for 64bit.

I don't know. Looking to upgrade an old PC. Seeing if I can get a way with 1 8 GB dimm

to the OS there's quite literally no difference between one stick of 8 and two sticks of 4.

There's nothing physically stopping you from using 1 stick. it's just common practice to use pairs. using paired memory sticks allows for some performance enhancement technology like Dual channel memory.

However, it's not a requirement.
