Help with PCs for 2 friends

2 of my friends wants me to build a PC for them very soon. The first has a budget of 1,000 and the second has a budget of 800-1000 (Second friend wants to go lower than 1,000 so that he can purchase games but I told him not to skimp on components because he wants to buy a few games now, I want him to start off with a solid PC, especially equivalent to his best friends PC). This do not include peripherals or OS, just the pc.

We live in the United States. Modular PSU, i5-6600(k) or i5-7600(k) SSD with the typical HDD is what I'm aiming for, but might not be an option. Could probably just go with a non k sku so that they can use the cooler it comes with and they won't need to overclock or anything I guess. Should we go skylake or kaby lake?

 

Questions, comments and concern about the 1,000. He will only be playing games, is it possible to get a 1070 in this build for $1,000? With them only playing things at 1080 resolution is a 1060 more than they will ever need?

Edit: This PC also needs a wireless network card because his modem is downstairs.

Maybe find a semi modular psu to save money, semis are fine because everyone needs a 24 pin and pcie cable.  Other than that, sounds good

It'll do fine with a minor OC and also I can't find the SeaSonic s12ii 620 for a decent price in the US
