Cheap server motherboard question

Hello

I am looking to build a budget workstation by using some of the old and used hardware available on amazon. In particular the X56** series of processors in dual cpu configuration. On amazon i found this motherboard for around 90$ and the two cpu i found for a total of around 140$. I was going to go with an i7-7700k build but not only was it very expensive but shipping complications made me drop the build. I am creating my own case so form factor is not a problem.The two questions i have are.   

Will this motherboard be able to run windows 10? 

Are there any things that i should know about that could be difficult or different from the standard consumer motherboards?

Is this build pointless and/or "dumb"?
