Temporarily good internet? `

I live in the middle of nowhere so there was nothing but terrible satellite internet available to me for years, but recently I found one of those smaller ISP companies in my area that offer internet that is literally more than 10 times better than what I had. 

 

There is just one thing that I don't understand. After they finished installing my internet, they told me that if I had anything big I wanted to download, I should do it now because they said that the speeds would temporarily be better than what they usually are. 

I had 60Mpbs down and up for about an hour, even though they highest they offer is 10Mpbs. How or why do they have access to these speeds but don't offer it for sale?

Most likely because they get more money from offering 6 people 10Mbps plans than 1 person a 60Mbps plan. If they're short on bandwidth, it makes sense for them to limit the per-connection bandwidth so they can offer plans to more customers.
