Choosing between coolers

I'm upgrading my friends CPU Cooler, not because it is hot ( Idles 23 c ) but because the fan sounds louder than the security at CES when linus is spotted.

 

He has a AMD FX 4170, stock cooler, stock speed. 

 

I'm debating between,

212 series is always a safe and cheap bet, reasonably quiet too

I'd say the 212 would be better than the low profile noctua.... but maybe if you're overclocking you could look at something a little more beefy, like the Hyper 412 for £8 more?

From those two 212 might be better value. Are you limited to just those two? Why? Pure Rock is £23.22 and would beat 212 in both performance and noise levels.
