Website for Live audio Streaming in LAN

I wan't to live stream my WIndows10 audio output to a LAN website so I can go on the website on my phone and play it. I understand there will be latency/delay. Im not looking for premade solutions, I want to play it from a browser.

 

I already have a XAMPP apache web server and have knowledge in HTML/PHP/CSS/JS but I have no clue how to implement this.

then why not use something like a Chromecast or a different LAN-wide streaming device? Building everything from scratch will lead to massive difficulties both on the client and the server side.

Not what I was looking for. Live streaming. Anyway, I figured it out now. I'm using Icecast, it does exactly what I need.

how is that different than a upnp? rather than using a website you stream via an app such as VLC.
