Noctua has some very quiet coolers, but they aren't cheap.

I use the Noctua NH-D15 at the lowest RPM, can't hear it exept for the moment i start it up, and that is becuase i controll it via the BIOS, and that has to start up first.

Great cooler, use it on the i5-4690 non K, and on 300RPM messured by motherboard which i don't trust i don't get over 65 degrees C when at full load. But that is not completely tested and should be taken with a grain of salt.

Price is not the biggest problem, i use my computer everyday so if i have to use 200dollar for an silent cooler that i wil not notice for 3-4 years i am happy

All of the above are decent choices.

 

Thermalright HR-02 Macho Rev. B  think  this wil be the right choise, 21DB max and this was the lowest, so going to check water coolers if they may make less noise again

All in One liquid coolers, yeah. You have custom watercooling and AIOs
