Laptop slow sometimes?

Hey so a month ago I bought an acer aspire laptop.  Its got an i3 7100u, 4 gb ram and a 5400 rpm 1 TB hard drive.  Overall its a good laptop (great battery life and ventilation/heat).  But sometimes things such as chrome and word take forever to open (about 20 seconds).  Sometimes its also very fast.  It is especially slow when downloading things with steam.  I'm curious if you guys think that the slow downs could be due to my hard drive.  Also if I move everything to an ssd could that fix my problems?
