What should I upgrade?

Honestly a GPU upgrade would be your best bet. Your GPU is old. And like others said a high refreshrate monitor would be very nice. 

I only play CSGO right now, and I want to know what to upgrade. I am waiting for ryzen, but maybe I could snag something among the hype :P I get around 120 FPS in csgo, and want to fix the screen tearing I get. It is rare for me to drop under 60fps. What should I upgrade?

sounds like your only issue is the screen-tearing

i would say get a higher refresh rate monitor (this could help you in CS if you play competitive)
and/or
a monitor that supports gsync/freesync + a new GPU that will support that technology

Now, should I buy a nvidia card and use fast-sync, or get an AMD GPU and buy a freesync monitor? Or should I go with 144hz instead, and buy an older used graphics card?

g-sync isn't supported on a 560ti.

 

That being said you could get a new monitor but I don't think that will help much. 

i7-9980x 4.20mhz - 19.8 terraflops of ram - 512mb GENERIC VIDEO_CARD - 20w PSU with hyperthreading.

no a 144hz wont stop screen tearing unless its using an adaptve refresh rate

 

Screen tearing is a visual artifact in video display where a display device shows information from multiple frames in a single screen draw. The artifact occurs when the video feed to the device is not in sync with the display's refresh rate.
