what exactly are you trying to recovery? If it is just games I would just wipe the drive and reinstall if it's pictures and the like I would boot from a Linux live CD that has access to formost such as kali Linux and use that to remove your data to an other drive.

After trying everything, including multiple power cycles,  i just gave up and left it alone, i thought maybe itll just start working again later, booted my pc today and that's exactly what happened idk if its gonna stay that way but i appreciate everyone's help.

operating system, file system of drive would help.

Check whether your drive file system is RAW or not.

You can check your file system through typing diskmgmt.msc into the Run window.

just quoting you guys because i forgot to do that

I think the state of 'dynamic' is the problem. Change it to basic : https://technet.microsoft.com/ko-kr/library/cc755238(v=ws.11).aspx and maybe it'll help.

it says i need to back it up, can i do that in this state? if so how?

Well... I don't exactly know how to but maybe this(AOMEI backupper) will help.

I have no idea :S

Actually a few weeks ago I confronted a similar situation(whole partition of the external HDD went RAW)... hope you successfully backup all your data.
