So, I recently bought Titanfall 2 to finally test my PC on next gen games and see how well I can run. I'm fairly new to the PC scene so I don't know as much. However I completed the campaign with max settings at 720p 100+ frames, but the multiplayer was a whole different story. The frame rate was completely demolished and was very inconsistent, sometimes I'll get 100 frames but sometimes I'll drop down to 18. I'm not sure if this is because of my specs or it's the game itself...?

My Rig: gtx 1060 6gt oc, I7-6700k 4.0ghz, and 16gb ram

Well, my internet is pretty solid so far highest ever going was 100 ping. The lowest being around 60 ping.

maybe you need to uptade  the driver

I have the latest drivers on mine, but maybe I think it might be a network issue like Yeti says. I'm not sure why this should happen though, because I know this might sound cocky, but a gtx 1060 6gb should be able to handle this game well at 720p.

By the sounds of this it sounds like an internet issue as i personally start getting this issue at 60 ping its not always a ping issue as it can also be packet loss. You should proberly ask the network section of the fourm to get people who know more about networking issues.
