Micro Stuttering Windows 7

Hello everyone! I've been wondering this for a while, but only really started researching today, what is causing my micro stuttering? It's not like it's super extreme or anything, it is a micro stutter. So when ever I say, move a tab, or open anything, they is a tiny little pause on everything, but mostly chrome. I have looked hard, and can't find anything. Any ideas?
