CPU Spiking / Slow performance.

I just need a little insight on what is normal for an i7-6700k skylake "stock" processor to be running at voltage and core clock wise. 

whenever I'm trying to play games or open / fiddle with programs the processor will drop to 0.71 voltage and around 800MHz and will cause insane performance/FPS drop.

Usually whenever the CPU spikes it'll occur on all 4 cores and stick around 70-100% load. 

 

temps and all that stay at 14-15c on all cores. 

 

I'm honestly just stumped and dont know what to do at this point.  even if I restart the computer the issue will still persist. 

I've completely wiped the computer clean, re-installed windows, reset bios and reinstalled drivers yet I'm still getting this odd problem.

If anyone can help me that'd be awesome.

Have you changed windows power options to high performance?

I am just as stumped as you are if I am being completely honest. However, I did have an incident where the Thermal Compound was crusty and caused for high CPU temps and VERY low FPS performance. Hope this helps.

yes, I've switched it to high performance yet I'm still getting this issue.

Yeah that's really odd... I built the computer a couple months ago and the temps are stay really low, I wouldn't think it's due to old/crusty thermal paste.

Do you have multiple users running? regardless, open Resource monitor. post a picture of the results.

How would I go about doing this, like task manager? I usually just use cam software to monitor the loads & temps.

In task manager under performance, there is a blue link next to a meter that says "Open Resource Monitor". From there it's a fairly intuitive process of clicking the CPU tab and parsing through the usage from greatest usage to least.

Okay, so I went through and it seems like there isnt a lot of usage going on. 

Although whenever I'm at 1.2 volts and around 4000 MHz my computer runs flawlessly then whenever my volts go down to 0.7 and around 800 MHz on my CPU the computer will run terribly... which it usually drops to that when I'm play games and running intensive programs or even google chrome. 

I feel like something is limiting power of that sort or something wether it be my cpu itself or powersupply. 

 

EDIT: I'm seeing the frequency jump all over the place... very rapidly.

Could you run one of those applications by any chance and show me the CPU usage during the process?

So as I'm in game my cpu isnt really kicking in like it should be it looks like, It's still sitting at 0.78 volts at around 800 MHz. 

I'm getting around 7-20 fps in-game which is really odd, then it'd spike up to it's normal 1.2 volts at 4000MHz and it'd perform flawlessly and then it would just drop back down to 0.78. 

I really feel like something is limiting power or something along those lines.

Sorry for the late response, was away from computer for a while. I completely agree, that is very strange. Though, you have a strange amount of Services running in the background. I would look into that too.

@Lucas9825 Alright, so the picture only showed me one core. It looks however, as if that one core is taking considerably more throughput than the other cores. This could be one of your issues.

Also, Chrome seems to be doing minimal damage to that.

 

Question: Does this only occur with this one game or have you tested it with other games as well? Are the results EXACTLY like this one?

@Lucas9825 Also, I saw that you said that you reset your BIOS, but had you configured the CPU's temp and power supply?

Also, I have reset the bios w/ the button on my motherboard, but since I'm not that comfortable with messing around in the bios... I've never really done anything with them.

If there's any way you can guide my through the process that'd be awesome.

Hello, sorry about the late response. Been caught up in work and whatnot. Yes, the picture I displayed showed all the cores at once. Also, there are plenty of video tutorials which display CPU overclocking and underclocking through bios on YouTube.

I've looked around at all the tutorials I could've possibly have watched on the issue I am getting... It seems like whenever I'm in a game or doing multiple things at once the core clock and volts will just dramatically drop causing really bad frame rate lag and stutter across the whole system. 

I still am unavailable to figure out what is causing the issue.
